On the above date and time I responded to the listed address in reference to a found gun. Upon arrival, I<br />
made contact with the complainant who said while he was replacing his privacy fence in the back yard he<br />
found a small revolver gun. I checked the weapon and observed the wheel missing, and electrical tape<br />
across the trigger. The gun appears to have been out in the weather for a long time which has caused<br />
some damage to the weapon. I checked the immediate area, but could not find the other parts that are<br />
missing. The gun was turned into the property room at the police station. Nothing further. Ofc. D. Harris<br />

W 17TH ST &#038; CALHOUN AVE Traffic Offense<br />
On Wednesday 05/09/2012 about 8:40 AM I saw a white truck roll through a stop sign at W 17th Street<br />
and Frankford Avenue. I mad contact with the driver/owner Robert Guillory. Guillory handed me a Florida<br />
State ID card and said he did not have a driver&#8217;s license. Teletype confirmed Guillory did not have a<br />
license. I issued Guillory a notice to appear for driving without a valid license. I gave him a copy of the citation with the court information on it. Guillory signed a tow waiver. I cited him for not having any proof of insurance. I gave Guillory a warning for running the stop sign. Corporal Rob Herrington.</p>

660 E BUSINESS HIGHWAY 98; CVS TRESPASSER<br />
On 5/9/12 I responded to the listed location in reference to Jack Christian who was trespassed from the<br />
property on 5/8/12 (ref. PCPD Case # 12-05936). Upon arrival, the employees behind the main counter<br />
pointed out Christian, who was standing near one of the check out counters. Christian was cursing about<br />
not getting access to someone via telephone. I made contact with him and asked him to step outside into<br />
the parking lot. Once in the parking lot, I placed him under arrest for trespassing and transported him to the Bay County Jail without incident. Nothing further. -Ofc. David A. Thomasee #305 Squad C-2<br />

I RESPONDED TO PCMI IN REFERENCE TO AN OUT OF CONTROL STUDENT. UPON ARRIVAL, I OBSERVED A STAFF MEMBER HOLDING A STUDENT DOWN. THE STUDENT WAS VERY IRATE AND NOT LISTENING TO THE STAFF. WHEN SHE SAW THE POLICE, SHE BECAME EVEN MORE AGITATED. LT CLAYTON STATED WE NEEDED TO GET HER UP OFF OF THE SIDEWALK AND GO BACK INSIDE. SHE THEN BEGAN SCREAMING AND DEMANDED THAT THE POLICE NOT TOUCH<br />

On the above date and time I responded to the listed address in reference to a theft. Upon arrival, I made contact with the complainant who said the suspect was at his residence earlier today performing some<br />
yard work. He said the suspect called him on the phone stating he was in the back yard and hurt his back.<br />
The complainant said he went around back, but did not see the suspect. He said when he walked back<br />
around to the front he noticed the suspect walking across the front yard stating his back was hurting and<br />
he was going home. He said he didn&#8217;t think much about it and walked back inside where he was going to<br />
take some of his medication that is kept in the kitchen cabinet above the sink. He said when he opened<br />
the cabinet he noticed a full bottle of his medication was missing. He believes the suspect called him so<br />
he would go outside and then he entered the residence to take his medication. He said the suspect knew<br />
the whereabouts of the medication because a few days prior to today the suspect was in his kitchen when<br />
the complainant took a dose. I drove to the suspects address just down the road, but he was not there. I<br />

I RESPONDED TO 403 E 16TH STREET IN REFERENCE TO A BURGLARY OF A RESIDENCE. UPON ARRIVAL CONTACT WAS MADE WITH THE COMPLAINANT WHO ADVISED ME THAT AN UNKNOWN PERSON(S) WAS IN HER RESIDENCE AND STOLE TWO PILLOWS OFF HER BED AND FOOD FROM THE REFRIGERATOR. THE COMPLAINANT STATED SHE NOTICED THE ITEMS<br />
MISSING YESTERDAY WHEN SHE WAS THERE. THE COMPLAINANT FURTHER STATED SHE MADE IT A POINT TO CHECK ALL WINDOWS AND DOORS AS SHE LEFT YESTERDAY. SHE STATED SHE HAD NOT ENTERED THE RESIDENCE TODAY. I TOLD HER I WOULD CHECK THE RESIDENCE FOR HER AND I TRIED THE FRONT DOOR WHICH WAS OPEN AND UNLOCKED. THE<br />
HOUSE WAS CLEARED AND I NOTICED A BROKEN WINDOW IN THE BACK ROOM WHICH SEEMED TO BE THE POINT OF ENTRY. AS I CLEARED THE KITCHEN I NOTICED SNACK FOOD WRAPPERS ON THE TABLE WHICH SEEMED OUT OF PLACE. AFTER THE RESIDENCE WAS SECURED A CHECK WAS CONDUCTED OUTSIDE THE RESIDENCE WHERE A MAKESHIFT CAMP WAS DISCOVERED BEHIND THE RESIDENCE. THE FEMALE WHO WAS ALONE IN THE CAMP WAS SURROUNDED BY ITEMS THAT WERE TAKEN FROM THE RESIDENCE. THE FEMALE WAS DETAINED AND TRANSPORTED TO THE PANAMA CITY POLICE DEPARTMENT FOR QUESTIONING. WHILE THERE THE FEMALE STATED SHE DIDN&#8217;T DO IT, AND DIDN&#8217;T KNOW WHO DID. SHE ALSO ASKED ME NUMEROUS TIMES FOR FOOD SAYING ALL SHE HAD IN THE PAST FEW DAYS WAS A BAG OF CHEETO&#8217;S AND SOME CRACKERS. I REMEMBERED SEEING THE EMPTY WRAPPERS OF THE SNACK FOODS SHE SAID SHE ATE ON THE COUNTERS AT THE<br />

I WAS DRIVING NORTHBOUND ON FRANKFORD AVENUE FROM W. 15TH STREET WHEN I OBSERVED A VEHICLE DRIVING SOUTHBOUND ON FRANKFORD. THE DRIVER WAS NOT WEARING HER SEAT BELT. I TURNED MY PATROL VEHICLE AROUND AND CONDUCTED A TRAFFIC STOP ON THE VEHICLE. I MADE CONTACT WITH THE DRIVER, WHO WAS IDENTIFIED BY HER FLORIDA DRIVER LICENSE. A FCIC/NCIC CHECK REVEALED THE DRIVER HAD A SUSPENDED DRIVER LICENSE AND IF SHE WAS DRIVING, WHICH SHE WAS, TO SEIZE HER VEHICLE TAG. I ISSUED THE DRIVER A NOTICE TO APPEAR ALONG WITH A COURT DATE. THE VEHICLE TAG WAS SEIZED AND TURNED INTO THE PANAMA CITY POLICE DEPARTMENT. THE<br />

1536 CHESTNUT AVE BURGLARY</strong><br />
On the above date and time I responded to the listed address in reference to a residential burglary. Upon<br />
arrival, I made contact with the complainant who told me that on Saturday, 5-5-12, he noticed his washing<br />
machine and a drill missing. He said the drill was inside the house on a partial wall and the washing<br />
machine was in his shed in the back yard. He said when he came in on Saturday he noticed a front<br />
window that was open and the screen was partially removed. He said he believes that was how the<br />
suspect entered the residence. The house is under construction, but does lock. There were several other<br />
valuable tools in the same area of the drill. It appears the suspect pried a lock off of the shed and<br />
removed the washing machine, but left the drier next to it. The suspect also removed a large wood<br />
cabinet in order to get the washing machine out, but then placed it back into the shed. The complainant<br />
said he had a push lawn mower that was also taken about 3 weeks ago, but was not going to report it<br />
until the incident happened on Saturday. Due to the amount of time that has passsed there was no<br />
physical evidence to collect other than a washing machine hose. The hose will be turned into the property<br />

WHILE ON PATROL I WAS FLAGGED DOWN BY THE COMPLAINANT. HE STATED THAT HE FOUND WHAT LOOKS TO BE A GLASS PIPE IN HIS KITCHEN. HE STATED THAT HE JUST WANTED IT TO BE TAKEN OUT OF HIS HOUSE. THE CLEAR GLASS PIPE WAS LOCATED UNDER THE COMPLAINANTS TOASTER IN THE KITCHEN. THE COMPLAINANTS ROOMMATE WAS ON SITE AND STATED THAT IT WAS NOT HERS, AND IT BELONGINGS TO A MAN NAMED &#8220;RED&#8221;. SHE STATED THAT SHE DID NOT KNOW HIS REAL NAME. I RESPONDED TO THE STATED ADDRESS IN REFERENCE TO A BURGLARY. THE COMPLAINANT AND THE OTHER EMPLOYEE STATED THEY WERE SITTING AT 116 CHURCH AVENUE WHERE THEY BOTH WORK AND THE OTHER EMPLOYEE NOTICE A WHITE MALE AND FEMALE WALKING SOUTH ENTERING THE WOODS FROM 119 CHURCH. BOTH EMPLOYEES APPROACHED THE<br />
MALE AND FEMALE AND WHEN THEY DID THIS, THE SUSPECTS RAN INTO THE WOODS. THE EMPLOYEES LOST SIGHT OF THE SUSPECTS AND CALLED POLICE. MYSELF AND CPL. MOORE ARRIVED ON SCENE AND BOLOD THE AREA WITH NEGATIVE RESULTS. THE COMPLAINANT SHOWED MYSELF AND CPL. MOORE AN ELECTRICAL CORD AND A CHAIN THAT CAME FROM<br />
BEHIND THE QUANTUM HUT BUILDING WHICH IS 119 CHURCH AVENUE. THE COMPLAINANT DIDN&#8217;T SEE ANYTHING ELSE THAT WAS MISSING FROM THE BUILDING. THE WHITE FEMALE WAS DESCRIBED AS BEING AROUND 18 TO 20 WEARING KHAKI PANTS WITH A GREY SHIRT, AND THE MALE WAS ALSO AROUND 18 TO 20 WEARING A YELLOW SHIRT AND HAD BLACK<br />

304 WILSON AVE ASSAULT</strong><br />
I responded to the residence and made contact with Ms. King. Ms. King stated that she was exiting her<br />
property by driving down the alleyway behind her residence. She stated that she observed Mr. Harmon<br />
standing at the edge of his property near the alleyway with a pistol in his hands, which was pointed in her general direction. Ms. King stated that she continued to drive past Mr. Harmon and then stopped to see what he was going to do and if he was going to shoot her. She further stated that Mr. Harmon got in his vehicle and left the area. There has been an ongoing history of complaints between these two neighbors and there were no witnesses to this incident. Previous reports show that Mr. Harmon does have a<br />
concealed weapons permit. I made contact with Mr. Harmon at approximately 3:20 PM. He advised that<br />
he had his pistol in his hand as he walked through his back yard to his vehicle. He stated that he did walk around the back of his vehicle (near the alleyway), but never left his property until he had entered his vehicle. He stated that he witnessed Ms. King leaving her property, but never pointed the pistol at her nor engaged in any type of communication. SHE STATED THE FOUR PACKS OF HER PAIN PATCHES CAME UP MISSING THIS EVENING WHILE SHE WAS DOWN IN THE LOBBY. SHE STATED SHE HAD JUST GOT THEM TODAY AT CVS. SHE FURTHER DISCOVERED THAT HER<br />
HYDROCODON AND CHECKS WERE MISSING AS WELL. SHE STATED THAT HER BROTHER HAD A KEY TO HER APARTMENT TODAY AND WHEN SHE TOLD HIM SHE WAS GOING TO CALL THE POLICE HE TOLD HER THAT HE WASN&#8217;T GOING TO STICK AROUND AND LEFT HER APARTMENT. On 5-9-2012 around 9:45 p.m. I responded to 1722 W 17th Street Apt L104 in reference to a busted<br />
window. I arrived and made contact with the reporting person. She advised me that her and her son had<br />
got into a argument and her son had walked outside and hit her window with his fist. She advised that by<br />
him hitting the window it caused it to bust. I spoke with her son who advised that he was mad and did not<br />
mean to bust the window. He stated that he would do what he had to do to fix the window. The reporting<br />
person stated that she just need a report for management. I gave her this case number and cleared this<br />

I ARRIVED AT THE DJJ COURTHOUSE IN REFERENCE TO A TRAFFIC CRASH. UPON ARRIVAL I MADE CONTACT WITH OFC. SMITH. OFC. SMITH WAS CONDUCTING THE CRASH INVESTIGATION. OFC. SMITH TOLD ME HE BELIEVED THE DRIVER WAS INTOXICATED. WHILE OFC. SMITH SPOKE WITH THE DRIVER CURTIS COOPER JR I COULD SMELL THE ODOR OF AN<br />
ALCOHOLIC BEVERAGE COMING FROM HIS BREATH AND PERSON. DUE TO COOPER&#8217;S INJURIES HE WAS TRANSPORTED TO BAY MEDICAL CENTER EMERGENCY TRAUMA CENTER WITH A POSSIBLE FRACTURED FEMUR. WHILE TRAVELING WEST ON W HWY 98 I OBSERVED A SUV TRAVELING JUST AHEAD OF ME IN THE OPPOSITE LANE. THE DRIVER WAS DRIVING UNDER THE SPEED LIMIT (APPROX. 30 IN A 45) I INITIATED A TRAFFIC STOP ON THE SUV. THE DRIVER STOPPED IN THE 1800 BLOCK OF BROWN AVE. CONTACT WAS MADE WITH THE DRIVER WHO WAS IDENTIFIED AS JACQUELINE BLUE. I NOTICED THE ODOR OF AN ALCOHOLIC BEVERAGE COMING FROM THE BREATH OF BLUE. UPON FURTHER INVESTIGATION IT WAS DETERMINED BLUE WAS NOT INTOXICATED BUT HAD BEEN DRINKING. IT WAS ALSO DETERMINED THE TAG WAS ASSIGNED TO ANOTHER VEHICLE. On 5-10-2012 around 2:19 a.m. I responded to 1021 West 11th Court in reference to the reporting person<br />
having a problem with her ex-boyfriend riding by her house. I arrived and spoke with the reporting person<br />
and advised her to keep a record of any contact that the suspect has with her and to take it to a judge and get a no contact order against him. She stated that she has been having problems with him since<br />
November 2011. I advised her to keep a record and to contact the police department any time the<br />
suspect contacts her and file a report. She advised that she would. I also gave her a victim rights<br />
pamphlet with the information to the Salvation Army Domestic Violence Center. I contacted the suspect<br />
and advised him to stay away from the reporting person and that if continued to harass her that charges<br />

On 05/10/2012, while on patrol, I observed a red pickup truck with no tag lights driving north on Pittman<br />
Drive from West 21st Court. I conducted a traffic stop on the vehicle at 2120 Pittman Drive and made<br />
contact with the driver who identified himself through his Mississippi driver&#8217;s license as Michael Polk.<br />
Through a search of FCIC/NCIC, it was discovered that Polk had an active warrant out of Bay County<br />
Sheriff&#8217;s Office for a failure to pay child support (Warrant#97-1710), which was confirmed. I gave Polk a<br />

contact with the victim. The victim advised someone stole property from his house while he was out of<br />
town. The victim went out of town on April 30, 2012 and just came back on this date. The victim stated he<br />
left the door unlocked so his neighbor could come inside and check on the dog and his house while he<br />
was gone. The victim added that same neighbor was moving while he was gone too. The victim came<br />
home and found his welding machine, torch cutter and shotgun was missing. The victim&#8217;s neighbor was<br />
also gone so I was unable to make contact with him. The victim only knew his neighbor&#8217;s name, Justin<br />
Woody. The victim did not know the serial number of any of the items that were stolen. This case will be<br />
forwarded to the Investigations Section of Panama City Police Department. Nothing further.</p>

I RESPONDED TO THE AREA IN REFERENCE TO A VEHICLE STRIKING A PEDESTRIAN. I ARRIVED ON SCENE AND MADE CONTACT WITH THE PEDESTRIAN. HE STATED THAT HE WAS WALKING IN THE PARKING LOT TALKING ON HIS PHONE AND NOT REALLY PAYING ATTENTION TO WHAT WAS GOING ON. HE HEARD BRAKES AND LOOKED AND SAW A GREY TRUCK COMING<br />
AT HIM. THE PEDESTRIAN STATED THE TRUCK HIT HIM BUT DID NOT KNOCK HIM. I ASKED IF HE WAS INJURED. THE PEDESTRIAN SAID NO AND REFUSED ANY MEDICAL TREATMENT. THE PEDESTRIAN STATED THE DRIVER SAID TO HIM THAT HE DID NOT SEE HIM. THE DRIVER ASKED THE PEDESTRIAN IF HE WAS OK. THE PEDESTRIAN TOLD THE DRIVER HE WAS OK. THE DRIVER WENT HOME. I SPOKE WITH THE DRIVER AND HE STATED THE SAME STORY. I SPOKE TO A WITNESS. THE WITNESS STATED THE PEDESTRIAN WAS STANDING IN THE DRIVE OF THE APARTMENT COMPLEX. SHE SAW AND HEARD THE VEHICLE BRAKING. SHE LOOKED TOWARD THE VEHICLE AND PEDESTRIAN AND SAW THE PEDESTRIAN STRIKE THE VEHICLE WITH HIS LEFT HAND. THIS REPORT IS TO DOCUMENT THE INCIDENT. I MOVED MY PATROL CAR IN FRONT OF THE TRUCK TO KEEP THE DRIVER FROM WAKING ABRUPTLY AND DRIVING OFF. I ASKED OFC. PADILLA TO PLACE HIS VEHICLE BEHIND THE TRUCK. I BEAT ON THE WINDOW TRYING TO WAKE THE DRIVER. I BEAT ON THE WINDOW AGAIN, THE DRIVER SLOWLY OPENED HIS EYES. I GAVE SEVERAL LOUD COMMANDS TO OPEN THE DOOR. W 20TH CT &#038; BECK AVE WANTED PERSON</strong><br />
On 05/10/2012, while on patrol, I observed a black male on a bicycle traveling west on 20th court in the<br />
wrong travel lane with no lights. I attempted to stop the male at 20th Court and Chestnut Avenue by<br />
activating my emergency equipment . The male refused to stop, continuing to pedal west on 20th Court.<br />
He then began to travel north on Beck Avenue and I got on my PA and told him to stop. The male turned<br />
around and began to ride his bicycle south on Beck Avenue and as he rode by me, I rolled my window<br />
down and again told him to stop. He continued pedaling, traveling back east on 20th Court. I turned<br />
around and followed him, losing sight of him when he turned the corner, riding south on Chestnut Avenue.<br />
I saw that he was wearing dark clothes, a black hat and glasses. I got out of my vehicle and began to bolo for the subject on foot. I located a dark figure lying on the ground next to a fence on the side of a house at 1911 Chestnut Avenue, attempting to hide. I confirmed that it was the same male on the bike; he had laid down his bicycle in the yard. He was placed in handcuffs without incident. He said he fled because he thought he had a warrant. He identified himself as Billy Thompson, which I confirmed through DAVID. A search of FCIC/NCIC revealed that Thompson did in fact have an active warrant out of Bay County for Child Abuse (Warrant #402-12), which was confirmed. I transported Thompson to the Bay County Jail<br />
where he was served with the warrant and charged with resisting an officer without violence; his bicycle<br />
was dropped off at his house at 1805 Frankford Avenue. A copy of my in car video will be placed into<br />

I SGT. HINES WAS PATROLLING IN THE PARKING LOT OF 4810 W HWY 98, THE VALUE LODGE MOTEL. I OBSERVED A WHITE MALE I KNOW AS JOHN GIBSON. WHEN HE OBSERVED ME HE ATTEMPTED TO HIDE BY STANDING NEXT TO A DUMPSTER BUT COULD NOT BECAUSE HE WAS SO OBVIOUS. I ASKED HIM WHY WAS HE ON THE PROPERTY AND IF HE HAD A ROOM AT SAID LOCATION HE SAID &#8220;I WAS LOOKING FOR A FRIEND&#8221;. I ASKED HIM IF HE WAS BUYING DRUGS AND HE SAID &#8220;SIR I DON&#8217;T DO THINGS LIKE THAT&#8221;. AT WHICH TIME HE MADE A FURTIVE MOVEMENT WITH HIS LEFT HAND TOWARDS THE FRONT OF HIS PANTS. I GRABBED HIS HAND AND TOLD HIM NOT TO DO THAT AGAIN. HE SAID &#8220;I AIN&#8217;T GOT NOTHING ON ME&#8221; AS HE AGAIN MADE ANOTHER MOVEMENT TOWARDS THE FRONT OF HIS PANTS. AT THAT TIME I GRABBED HIS HAND AGAIN AND HE REMOVED HIMSELF FROM HIS SHIRT AND RAN NORTH ON WAINWRIGHT AVE. HE WAS NOT LOCATED. IT IS SUSPECTED HE HAD DRUGS IN HIS UNDERWEAR. A COMPLAINT SHALL BE COMPLETED AND FORWARDED TO THE COURTHOUSE.</p>

On 05/11/2012 I made contact with Andrew Mewbourne at 1124 Chestnut Avenue in reference to hearing<br />
approximately 5 gun shots. He said he&#8217;s not sure what type of gun it was, but he heard one shot, followed<br />
by at least four back to back. He was unsure as to where it came from, but believed it was west of his<br />
location, possibly towards the marina. I checked with night time security at the marina who said he heard<br />
the shots as well and thought it came from Beck Avenue. I was unable to locate any shell casings and<br />

CAMERON STATED SHE WAS LOOKING FOR JOHN A SUSPECT FROM EARLIER IN THE NIGHT WHO RAN FROM ME IN THE SAME GENERAL AREA. I ASKED HER WHAT JOHN LOOKED LIKE SHE STATED HE&#8217;S ABOUT 6<br />
FOOT, WEARING A WHITE LONG SLEEVE SHIRT WITH GREEN CAMO SHORTS. SHE FURTHER STATED THAT SHE DROPPED HIM OFF AT SAID LOCATION AND WAS LOOKING TO PICK HIM UP.  I ASKED FOR HER DRIVER&#8217;S LICENSE SHE SAID SHE DID NOT HAVE ONE WITH HER IT WAS AT HOME IN ANOTHER PAIR OF JEANS. IT WAS CONFIRMED THAT HER LICENSE HAS SEVERAL SUSPENSIONS 2 FOR FAILURE TO APPEAR. SHE WAS ARRESTED AND TRANSPORTED TO THE BAY COUNTY JAIL. THE VEHICLE WAS LEFT PARKED AND SECURE AT SAID LOCATION. me that the suspect came to his house wanting him to take her to pick up their son. When he refused she<br />
got mad and busted the window to his apartment. He did give a statement but did not wish to prosecute.<br />

THE SISTER STATED THAT AN ARGUMENT HAD STARTED WITH HER SISTER OVER THE SISTER&#8217;S BABY CRYING AND WENT FROM THERE. SHE STATED THE COMPLAINANT IS STAYING WITH HER AND WAS DISRESPECTING HER. I MADE CONTACT WITH THE COMPLAINANT INSIDE THE RESIDENCE. THE COMPLAINANT ALSO STATED THAT AN ARGUMENT HAD STARTED OVER HER CHILD CRYING. THE COMPLAINANT STATED THAT THE SISTER HAD PUSHED A TV OVER AND THREATENED TO HIT HER. AFTER FURTHER INVESTIGATION THESE STATEMENTS WERE FOUND TO BE UNTRUE. THE COMPLAINANT STATED SHE ONLY CALLED BECAUSE SHE THOUGHT SHE WAS TRESPASSED FROM THE RESIDENCE AND WAS AFRAID OF GETTING IN TROUBLE IF THE OTHER SISTER CALLED THE POLICE. I ADVISED THE COMPLAINANT THAT THERE WERE PENALTIES FOR MAKING A FALSE COMPLAINANT AND SHE STATED SHE UNDERSTOOD. A DOMESTIC VIOLENCE PAMPHLET WAS GIVEN TO BOTH PARTIES. 			<content:encoded><![CDATA[<p>The Panama City Police Department announces the arrest of Anthony Mark Edwards, 18 years of age.</p>
<p>Edwards was apprehended on warrants for Burglary, Domestic Battery, Criminal Mischief, Stalking, and witness Tampering. Panama City Police officers and detectives began the investigation on May 5, 2012 after the victim reported the initial incident to the police.</p>
<p>Edwards continued his violent behavior later the same night by stalking and threatening the victim/witnesses, placing them in further fear for their safety. Detectives applied for and received arrest warrants for Edwards.</p>
<p>Assistance was requested from the United States Marshals Florida Regional Task Force to help locate Edwards. The task force is comprised of U.S. Marshals and members the Florida Department of Law Enforcement, Bay County Sheriff’s Office, and Panama City Police Department.</p>
<p>Members of the task force apprehended Edwards on May 11, 2012 at approximately 2:00 p.m. at an address on Sheffield Avenue in Springfield, hiding in a closet. Edwards was booked into the Bay County Jail.</p>

Most of the transactions were recorded by the surveillance video systems within the respective stores and the video attached to this email has been compiled using the surveillance footage. 			<content:encoded><![CDATA[<p>The Panama City Beach Police Department is investigating a motor vehicle versus pedestrian traffic crash that occurred at Landmark Condominiums, located at 17501 Front Beach Road.</p>
<p>The crash occurred at 8:50 p.m. as a pedestrian, Mr. John Edward Penn, a 51 year old white male, of Newton, Alabama, was crossing the road from landmark Condominium&#8217;s overflow parking lot, heading toward the condominium.</p>
<p>As he was crossing the street, he was struck by a 2005 Toyota Avalon, being driven by 76 year old Mr. Author Piech, of Panama City Beach.  Mr. Penn is presently listed in stable condition at Bay Medical Center.  This crash is still under investigations that this time.</p>

			<content:encoded><![CDATA[<p>On May 5, 2012 at 2:00 PM the Bay County Sheriff’s Office was dispatched to 4403 HWY 231 in reference to a burglary of a dwelling.</p>
<p>The Deputy made contact with the victim, Stephen Beaty.  Mr. Beaty stated that he does not live at this address but rents it out. It had been about three weeks since he had been at the house.  Mr. Beaty advised that the last time he was at the residence he had his16’ utility trailer in the backyard. After a walkthrough of the property it was evident that many items were missing as well as wiring removed from the interior of the house, along with an air conditioning unit.</p>
<p>A canvas of the area was conducted and the 16’ flatbed utility trailer was found in the front yard of 4208 Grady St. in Panama City. Also located on the property in plain sight were other items taken from the Beaty residence. Contact was made with Sheri Brewer at the Grady St residence, she advised Investigators that the trailer was left out front by a David Lee Bailey (W/M 02/11/1982) who was presently at the Bay County Jail for Driving With License Suspended or Revoked.</p>
<p>Contact was made at the Jail with David Bailey and in an interview he admitted entering the residence on two separate occasions and taking the trailer.</p>
<p>A search warrant was executed on the 4208 Grady St residence and a large quantity of items were located from multiple burglaries. There was approximately $50,000 worth of property recovered from different addresses.   </p>
<p>David Lee Michael Bailey was charged with Grand Theft, $20,000 / $100,000 and Burglary of a Dwelling (X3).</p>

			<content:encoded><![CDATA[<p>Panama City, FL – Registration for the summer Pre-K program is now underway at Tommy Smith Elementary School. If your child missed attending Voluntary Pre-Kindergarten (VPK) during the school year, he or she is eligible for the free Voluntary Pre‑K Program offered by Bay District Schools during the summer. Children who are presently 4 or 5 years old and will not turn 6 on or before September 1, 2012, and did not attend a Voluntary Pre‑K Program during the school year are eligible for the 300‑hour free summer program. The VPK program is not required but is offered as a free service funded by the State of Florida.</p>
<p>Parents will need the following items: child’s proof of birth, child’s social security number, two proofs of residency, Florida Immunization Certificate, school physical and a Certificate of Eligibility. The Florida Immunization Certificate and school physical may be obtained from the Health Department or family physician. The Certificate of Eligibility is obtained from the Early Learning Coalition located at 703 W 15th Street. The immunization certificate is due before the first day of attendance. The school physical is due within the first 30 days of the summer program.</p>
<p>The summer program begins June 11, 2012 at Tommy Smith Elementary School and will operate Monday – Friday from 7:30 am‑ 3:30 pm and ends August 9, 2012. Free breakfast and lunch are provided. Transportation is not provided for the summer program. Children will be taught using developmentally appropriate practices with VPK Standards in an effort to prepare children for a successful, smooth entry into kindergarten.</p>
